[Ansible-service-broker] expectation when apb is missing an action

Hey folks,

What should we expect when an APB is missing an action? Say for
example, we tell it to run bind or deprovision and the APB doesn't have
one.

I expected an error, but looks like we return 0 from the entrypoint.sh
if the ACTION.y(a)ml is not found. Is that on purpose?
