On Solaris 10u8, pkg-config 0.15.0 is in the SUNWgnome-common-devel
package and pkg-config 0.25 is in OpenCSW (along with Augeas).  I
suppose depending on > 0.16 would be fine for the CSW folk but a problem
if you're building on the core OS.
