David,
this is incorrect.
/lib/udev/rules.d is used for packages that ship rules (such as dlm)
/etC/udev/rules.d are for users override and packages should not add
anything there.
You might notice on any recent system that /etc/udev/rules.d is
virtually empty and /lib/udev/rules.d is populated by files shipped by
packages.
