[Devtools] Development suite installer questions

Hey Rick,

The installer does not currently detect pre-existing/pre-installed
instances of Cygwin.  See: https://issues.jboss.org/browse/RHDEVDOCS-47

As of today, the installer is able to detect these components:

   - Java
   - VirtualBox
   - Vagrant

Not sure about the download issue that you mentioned - are they able to
download anything from Red Hat?
