[Devtools] An answer I should have known a long time ago

I believe the answer is that it depends on the user's subscription.

If they have an OpenShift support sub, they may be able to get answers
through that, but if it's a dev sub, then yes, StackOverflow would the
place to go.

Heinz may be able to provide some more definitive statements on this, or be
able to loop in the correct individuals.
