[Devtools] Welcome Stéphane to the team

please join me in welcoming Stéphane Bouchet who's joining Developer Tools
(Adapters) today. Here is a small introduction in his own words:

"I’m an Eclipse plugin developer since 2002, past committer on an EMF
subproject and open source enthusiast  since more than 20 years ago. On the
personal side, i’m an happy dad of two, love tripping with my family around
the world and regular rock climber."

Stéphane will be working remotely from Loroux Bottereau, a small town near
Nantes in the west of France
