Ah, I think this might refer to VmgMmioWrite() in

  [edk2-devel] [RFC PATCH v3 07/43]
  UefiCpuPkg: Implement library support for VMGEXIT

and

  OvmfPkg/QemuFlashFvbServicesRuntimeDxe: Bypass flash detection with
