This is an extremely useful patch set, thank you for contributing it!

For the first patch, which creates a new file in the project root dir;
as one of the stewards:

Of course, R-b's should come from the people whose emails you are adding.

Please make sure that this file uses CRLF line terminators too (for
now). I hope git can cope with that in the mailcap file too.

I'll comment on some of the other patches too.
