[edk2-devel] [edk2-staging/EdkRepo] [PATCH v2 0/2] Enabling selective submodule initialization

Enabling the ability to select the submodules to be initialized and maintained via the manifest file.

project_utils.submodule contains the submodule logic and also functions as a command line script.

Includes code review feedback.
