We currently provide MANAGEABILITY_TRANSPORT_STATUS to get the transport interface status in the a standard way, however your suggestion sounds to me fair for the platform implementation.
I prefer to have a generic protocol/ppi that allow platform having some proprietary implementations, however the protocol/ppi could be apply on the transport interfaces, not only for the specific transport interface.
How about the protocol interface as below?
