[edk2-devel] [PATCH 3/5] ArmVirt/PlatformBootManagerLib: factor out IsVirtioPci()

IsVirtioPciRng() becomes just a thin wrapper for IsVirtioPci().
This allows to add similar thin wrappers for other virtio
devices in the future.
