CC'ing bugzilla requests and owners.list to this list

Question, thus this complete or replace the tracker on the SIGs wiki, I
vote for complete. Since I tend to delete mail and if I feel like doing
a review the tracker on the wiki is a good place to start

-1 too, although I might be interested in some game packages bugs (like
libs packages of mine use) I'm not interested in all game packages bugs
and I get way too much mail as is already.
