Fedora Core is free you would not need pay anyone for it. but you could always give money to redhat for support. you could also participate in the fedora development. you would need to provide support to the end users not because you have to but because they demand it. you could provide a fedora mirror for them to use and pre configure there machines to use your mirror taking some load off of the Red Hat servers.
