No, I'm pretty sure I understood what you wanted to do. I just think
that implementing in software that which should be handled in social
interaction and policy is a bad idea.

You want a technical solution to a socio-political problem.

They historically don't work. For evidence of these see Bruce Schneiers
website. :)
