[Freeipa-devel] cretae a ds user for the fds instance

The following patch add primarily support to create a system user called
ds.
This is needed because the data in the directory is sensible and using
"nobody" is a no go.
The user will also be given access to the kerberos master key (to be
able to generate keys in the password extop module). The code to do this
is also in the patch but actually not called from anywher ein the code
as we need to compile/packetize the plugin first.
