Well, that could reduce the overall number of aci's (because left hand 
doesn't know that right hand has already created a similar aci). It 
would have to handle someone trying to create a new aci for the same 
source/target and redirect the user appropriately.

I won't have time to address this before Friday but if you want to open 
a ticket we can discuss this further.
