OK, so we never came to a conclusion with this.

1. Are we going to allow completely removing user entries (delete versus 
inactivate)? The CLI currently only inactivates.
2. Are we going to allow completely removing group entries? CLI 
currently deletes groups. There is no group inactivation.

So we need to reconcile these.

And this patch also contains an important fix to the GUI (add user is 
currently broken).
