[Freeipa-devel] [PATCH] move ipa.conf creation earlier

Create /etc/ipa/ipa.conf before we configure ipa_webgui because 
ipa.config() will raise an error if it can't load a configuration. This 
means that after install ipa_webgui may not be running.
