[Freeipa-devel] [PATCH] Add application frontend plugin + unittests

 Adds a plugin for handling policy applications + its accompanying
xmlrpc unit test.

One problem I was thinking about is how to correctly handle special
cases, like the "Shell Application". In this patch, I special cased it
in the code (I think I saw something similar w.r.t. the 'admin' user in
user plugin), but I was thinking that maybe protecting these on ACI
level might be a cleaner solution...any thoughts are appreciated :-)
