This is what we do in doc land, so I for one would support this. This is 
the format our publishing system (publican) uses to generate our books 
in the various langs we support. We distinguish between trad and simp 
Chinese with zh-TW and zh-CN, and between (e.g.), varieties of English 
with en-US and en-AU.
