Hmm, Fedora packaging guidelines are silent about this.

When you run "dnf update freeipa-client freeipa-python" to force 
freeipa-python update it works fine.

I removed Provides added Conflicts on freeipa-python which seem to have 
fixed it.

Updated patch attached.
