It looks like there is a bug in dnf, because it cannot install
freeipa-tests package; which was renamed to python2-ipatests.

[root at 3a8359f9e1cd ~]# rpm -q freeipa-server
freeipa-server-4.3.0-1.fc23.x86_64


[root at 3a8359f9e1cd ~]# dnf install -y --best freeipa-tests

(try to add '--allowerasing' to command line to replace conflicting packages)
