Very rarely I've seen this happen when the machine rotates its logs. It
restarts squid and squidguard, but sometimes it fails on the restart.
Do a
ps ax | grep squid
And see what's running.
You could try
/etc/rc.d/init.d/squid restart
To restart Squid.
