how do I talk to a user on a terminal ?

talk user ws250 ?    gives "Connection Refused"

I normally used ntsysv to enable the ntalk and talk services
and I've copied the config files 
from 
/etc/xinetd/
to 
/opt/ltsp/i386/etc/xinetd.d/

any other suggestions ?
