I can think of a few one worders here that will work, Zope & Nuke. Content management at it's best. I've used Zope before and can only speak for it. It can run with Apache and/or use it's own webserver, Medusa. It also has a web driven ftp interface for uploading content, pics and such. It goes much beyond that with add in modules.
