The funds to pay the consultants may not need to come directly from the
schools.  Although grant writing is an art that requires time to
develop, there are grants out there that exist to assist schools in
bringing technology to their students.  If more schools wrote grants
they would have more funds to pay for support.  In writing the grant, it
should be very clearly noted that the solutions the school is
implementing have little to no recurring licensing costs, but will still
have implementation and support costs.  This may be more attractive to
organizations giving out grants, because much more can be done with less
money when you aren't using a large portion of the funds for licenses.
