Are you talking about the setup on the thin clients? I am checking out 
keyboard maps a bit at the moment and its not easy ...

On the thin clients - the keyboard config is chosen in lts.conf. 
Changing the keyboard on a thin client using the keyboard-config-gui in 
the menu doesnt do anything.

as far as on-the-fly switching ... sorry i dont have any idea.
