The way I do this is to copy /home to the new box, copy /etc/passwd.
/etc/shadow, /etc/group to a directory on the new box.
Then edit the new box's passwd, shadow and group files and add in the
users (only users, not system accounts!!!!!!!!) with copy and paste.
(make backups of the original new box's passwd, shadow, and group files!!!)

Be careful, to make sure the user and group ID's do not overlap between
the two files.
