I've traced it down to squid I guess.

that is the output from the squid access.log  file on the K12LTSP server

I don't really know how to read that except that it is NOT connecting.

if I configure the SSL proxy in the browser to 10.1.3.1:3128 I can 
bypass the content filter...but then all a student has to do is put that 
in for the normal http proxy as well and gain unfettered access to the web.
