According to your dhcpd.conf file, I believe that'd be 10.0.7.254 (the "next-server" option). Is that the case? Also, I trust that the appropriate directories/files are under the /tftpboot directory on that server? I've got the whole network running on the dhcp server. If the thin client the DHCP response seems to be very slow.
