The directory you pass to genhdlist needs to contain a "RedHat"
subdirectory, which itself needs a "base" and "RPMS" directory.
So if you had this:
/vol
`-- redhat
`-- rh73
`-- RedHat
|-- RPMS
`-- base
then you'd call genhdlist like this:
$ genhdlist /vol/redhat/rh73
