Ok - done some testing ;)
I am using FC3. This works for me - specifying a static bootproto and then giving blank ip and netmask args.
network --device eth2 --bootproto static --ip --netmask
When it boots up it asks for IP details for eth2 (which is NOT plugged into the network).
I have not tested it when the card in question is plugged into the network.
