[libvirt] Plan for next release

  Oops, Feb is really short and I got caught, I think if we want a
release by beginning of March, i.e. next week we need to enter freeze
ASAP. So I'm suggesting to start the freeze tomorrow, for a release
on Monday if everything goes well !
