This is not accurate. A save image can definitely be loaded by newer
libvirt.   The non-managed saved APIs can also created images that
will be loaded by older libvirt, since images may be copied across
hosts. So the same rules apply to saved images as to migration.

That said I don't think it affects your patch, only this commit message
