[Mod_nss-list] mod_nss 1.0.17 released

I just released mod_nss 1.0.17. You can pick up the source at
https://pagure.io/mod_nss/releases

There are just a few changes but they are pretty consequential:

1. The default database format has switched to sql. This _should_ be
invisible to the end user, but be aware.

2. TLS v1.3 support was added.
