NPTL kernel == kernel with TLS?

Some beginner's questions
Is a 2.4 NPTL kernel (e.g. kernel*nptl* in Rawhide) simply a kernel with
TLS patches applied? (Why don't they call it kernel*tls*, instead ;-)).
Is there a repository or bk tree that tracks 2.4.23pre and has TLS
patches? (or are the recent 2.4.22*nptl kernels quite close to 2.4.23pre?)
