Just FYSA, as discussed prior, the up-dev, and up-staging VPCs will have
CloudWatch configured for them to be shutoff at 2300 EST and to boot back
up at 0700 EST.  This will be completed over today and tomorrow.  Please
coordinate if this timing no longer works, or if anything implemented
causes issues.
