[Platformone] status of OCP4 automated deployment to GovCloud?

Hey Chris,

I've had this discussion with quite a few folks that have talked with Nic
Chaillan already, and they're already largely confused by that point as to
what we/they can do in this arena.  I would recommend against "Spin up your
own.." due to this confusion, since they aren't really doing that but
consuming the code/artifacts from Platform One and (hopefully)
committing back to the P1 community.  Perhaps something akin to "join the
P1 community" or "Deploy OpenShift to GovCloud, the PlatformOne way"?

As for your #2 - I'd say "no" at this point in time, but it's getting
there!  We would love to have a few more guinea pigs to help us point out
the shortfalls of where documentation needs improvement, so that might be a
good approach?
