[publican-list] updated ubuntu build wiki page and how does one build the UG?

  stripped down ubuntu wiki page:

and now that the build completes, what i was after all this time --
how does one build the user guide?  apparently, that Makefile is
obsolete.  and i don't see a UG argument to the build scripts.  help?

i'm getting close, right?  right?
