Description of problem:
You can not navigate to translated documents from the right pane of the docs
index page (such as http://docs.redhat.com/docs/es-ES/ or
http://docs.redhat.com/docs/ja-JP/) for all languages.

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. Go to http://docs.redhat.com/docs/ja-JP/.
2. Click "JBoss Enterprise Application Platform" from the right pane.
3. Click "html" for "Administration And Configuration Guide".

Actual results:
It shows the content in English.

Expected results:
It should show the content in Japanese.

Additional info:
This happens for all the languages and product lines except some product lines
for Japanese documents such as JBoss Enterprise SOA Platform. There is no
problem navigating to each translated documents from the left pane.
