It appears that the most recent Ubuntu 11 Publican package is version 2.5:

http://packages.ubuntu.com/oneiric/publican

You could adapt these instructions to build from the Publican 2.8 source:

https://fedorahosted.org/publican/wiki/Installing

Or you could use Fedora. I think the majority of Publican users are running Fedora, and it is by far the best-supported distribution for running Publican.
