[publican-list] publican build break on openSUSE

Currently my spec file looks like:
https://build.opensuse.org/package/view_file/Documentation:Publican/publican/publican.spec?expand=1

The last build log looks like:
https://build.opensuse.org/build/Documentation:Publican/openSUSE_Tumbleweed/x86_64/publican/_log

On the line [ 87s] starts the install process from that package. But if
i'm reading the list no Users_Guide or Release_Notes are installed.

Maybe do you have any idea, how to fix that?
