Just the publisher & publication, No.

The Distribution.publication links a publication to the Distribution
and is completely independent from Publisher. It determines which
publication the Distribution is distributing.

The Distribution.publication and Distribution.repository are only
set (always together) to support auto-distribute. That is "when
this publisher creates a new publication for this repository, update
the Distribution.publication = <new publication>".
