I'm trying to improve the coverage of the related settings under Bug # 928038 [1], my understanding is that the physical network names are "defined" when they are set on the system running the quantum-server service using the network_vlan_ranges configuration key. Once a physical network has been defined on that system it can then be configured/used on each of the systems running the plug-in agents. The relevant configuration keys are bridge_mappings (Open vSwitch) and physical_interface_mappings (Linux Bridge).

The start and end values declare the range of VLAN IDs set aside for the traffic associated with the given physical network, so without knowing more about the VLAN setup of your local network it's impossible to guess.
