Then yes, you should be able to run the Neutron services on separate
nodes from the other controller services.

However, there is nothing straightforward about doing a manual OpenStack
install. It's pretty complex.

Where in the dashboard would you expect this to show up?

It depends on whether or not you're adding storage for use in Cinder,
Glance, etc
