I've just seen the same issue when using EPEL and the Grizzly side repo (i.e. no RHOS). But what actually helped was downgrading Puppet from puppet-2.6.18-2.el6 to puppet-2.6.18-1.el6 [1]. The difference between the two, according to the changelog, is a backport of some race condition fix only.<br>
