Its by design A host can be subscribed to a base channel which contains the base OS but that doesn't mean its automatically subscribed to the child channels. There are many scenarios where this make sense. The most common one are for support or licensing reasons but there are other. For example you may want to mirror the fast track channels as a cold channel because a specific host in development or QA may need it but you wouldn't want them to install on all your production system because that has the potential to cause a lot of problems. Additionally I have many channels related to specific roles of special host which contain custom packages required for those host to do their tasks like snort for example; however it would be a support nightmare if people in my company who were inexperienced with those tools installed and tried to use them. Almost immediately they would start expecting me or my group to help them with getting to to work the way they want it to and providing them with that support would easily become all we would do. Also keep in mind spacewalks history its essentially was ment to be a remote mirror of Red Hat's support site.
