I was able to play some more and after about a game and half of competitive I was kicked and unable to rejoin even after reboots, verification and repair. I'm also unable submit a ticket after it happens (I'm suspecting this is a technique they use to reduce ticket volume). I repaired the steam service as admin and it works as it did before. Tested for another half hour without issues. I've had it happen once before on bare metal Windows too. Seems to be nothing to worry about, in my experience repairing the steam service usually solves it.
