Is there anyone who can come up with a compelling reason to permit
non-UTF-8 encodings for this target? I really can't see a reason to
permit anything else, and have a personal agenda to wipe out alternate
Unicode encodings (UTF-16 included). UTF-8 is both necessary and
sufficient for this job.
