ON_DEV doesn't really apply in our case, because we don't have a "dev" environment, but you could use it to indicate "coding finished, undergoing developer testing". Please don't use it to mean "in development". Most of the other (automatic) states don't apply because we don't push our updates (other than the Python client) through Bodhi.
